The Andean Tit-Spinetail is distributed in the Andes from western Venezuela to western Bolivia. See the distribution map at NatureServe. It is found in shrubby paramo and Polylepis woodland at between 3,000 and 4,500 metres.

It has a bold white superciliary and extensive white streaking on the underparts.
