The Blue-necked Tanager is distributed in the Andes from northern Venezuela to western Bolivia with a disjunct population on the southern edge of the Amazon Basin. See the distribution map at NatureServe.

It is found in a variety of semi-open and edge habitats and, in the Andes, at between 300 and 2,400 metres.
