The White-capped Parrot is distributed from north-west Venezuela through the Andes of Colombia and Ecuador to north-west Peru. See the distribution map at Birdlife International. It is found in temperate-zone forests and elfin woodland at 1,400 to 3,300 metres.

Some authorities lump this species with Speckle-faced Parrot P. tumultuosus but the latter has a reddish head and breast and a green belly.
